A simple black and white animation program. With it however, you can achieve amazing results. Like a much simpler version of Flash.

Pivot

Pivot is an extremely simple and easy to use stick figure program.

Anim8or

Go to v0.97 preview on the side and download the most recent. Anim8or is one of the simplest 3d animation programs around. It has no where near as much power as Blender (below) but is a great place to start.

Blender

And incredibly powerful but easy to use 3d animation package. Has a lot of features in programs such as 3ds Max and Maya, but is totally free.

There are many more freeware animation programs as well as commercial ones, but I obviously cannot give links to commercial ones and if you know of a good free program, send me a link and I'll check it out.
